International Ballet Conservatory provides classical ballet training rooted in the traditions of the Vaganova method. Through small class sizes and individualized instruction, students receive the technical foundation, artistic guidance, and personal attention needed to develop to their fullest potential.
IBC serves dancers who simply love ballet as well as those aspiring to pre-professional and professional careers. Our goal is to cultivate disciplined, knowledgeable, and expressive artists while fostering confidence, resilience, and a lifelong appreciation for the art form.
We are honored to pass on the artistic lineage entrusted to us by our teachers and mentors. Drawing upon decades of international experience as professional dancers, ballet masters, répétiteurs, directors, professors, and educators, we are committed to preserving the traditions of classical ballet while preparing the next generation of dancers for their own unique journeys.

International Ballet Conservatory is located in Centerville, Utah, just minutes from Salt Lake City and easily accessible from communities throughout the Wasatch Front. Our studio offers a beautiful and welcoming environment dedicated to focused classical ballet training.

Designed with both beauty and function in mind, IBC's studios provide an inspiring environment for classical ballet training. Professional sprung Harlequin floors, double barres, expansive mirrors, and spacious studio areas support the technical and artistic development of every dancer.

Victoria is certified in the American Ballet Theatre National Training Curriculum from Pre-Primary through Level 7 and Partnering. She completed all three certification tracks simultaneously and earned a 99% examination score. This comprehensive training complements her extensive background in both the Vaganova and Balanchine traditions.
Victoria Stocki has devoted her life to classical ballet as an international soloist, educator, professor, artistic director, and one of Utah's most experienced Vaganova specialists. Her career spans more than three decades of international performance, higher education, academy leadership, and pre-professional dancer development.
A graduate of the Kirov Academy of Ballet in Washington, D.C., Ms. Stocki trained under Vaganova pedagogues Alla Sizova, Ludmila Sakharova, Nikolai Morozov, Rudolph Kharatian, and Yelena Vinogradova. While still a student, she performed the leading role of Masha with the professional Kirov Ballet on its North American tour. Her additional training includes the School of American Ballet, Interlochen Arts Academy, Pennsylvania Ballet, Chicago City Ballet, and Briansky Ballet, reflecting an uncommon breadth of study across both the Vaganova and Balanchine traditions. She is certified in the American Ballet Theatre National Training Curriculum from Primary through Level 7 and Partnering.
Ms. Stocki enjoyed an international performing career that included fourteen years with Universal Ballet Company in Seoul, South Korea, as well as professional engagements with Tulsa Ballet Theatre and Dayton Ballet Theatre. A pioneer student of Oleg Vinogradov's Kirov Academy of Ballet in Washington, D.C., she became the first Kirov Academy dancer invited to join Universal Ballet Company and later rose to the rank of Soloist—an uncommon accomplishment for a Western dancer in a major Asian ballet company. Her connection to Vinogradov continued throughout her career, later leading to her staging of his Swan Lake at the University of Utah and service as his répétiteur and faculty member for the Vivat Ballet International Festival. Her repertoire encompasses more than seventy ballets, including nineteen full-length classics, ten Balanchine works, and numerous neoclassical and contemporary works. Touring extensively across Europe, Asia, and North America, she performed on many of the world's distinguished stages, including Lincoln Center, the Kennedy Center, Sadler's Wells Theatre, Teatro alla Scala, and the Hungarian State Opera House.
As an educator and artistic leader, Ms. Stocki has directed ballet academies, youth companies, and pre-professional training programs in the United States and internationally. She served as Academy Director of Nevada Ballet Theatre Academy, where she directed a faculty of sixteen and more than six hundred ballet students, and has held leadership and teaching appointments with the University of Utah Department of Ballet, Kirov Academy of Ballet, Salt Lake City Ballet, Universal Ballet Academy in Seoul, South Korea, and Park City Performing Arts Academy, where she served as Ballet Director before the program became Ballet West Academy's Peggy Bergmann Park City Campus. Throughout her career, she has trained and mentored dancers who have gone on to distinguished international careers as performers, teachers, and ballet masters with leading ballet organizations around the world.
In 2021, Ms. Stocki founded International Ballet Conservatory to provide classical ballet training rooted in the traditions of the Vaganova method. Under her direction, IBC has received Utah Best of State recognition in Ballet Education for three consecutive years and has become known for developing technically strong dancers while fostering discipline, artistry, and confidence.
After a lifetime in ballet, Ms. Stocki's greatest fulfillment remains helping young dancers discover strengths they did not know they possessed. She believes exceptional training develops not only skilled artists, but confident, disciplined, and resilient dancers prepared to meet challenges both on and off the stage.
Jay Kim is a distinguished international dance artist, choreographer, and educator whose influence spans continents and institutions. Originally from South Korea, he serves as a tenured Associate Professor in the School of Dance at the University of Utah and is an ABT® National Training Curriculum Certified Teacher (Pre-Primary through Level 3). He is also the founder and Artistic Director of the International Ballet Summer Intensive at the University of Utah Asia Campus in Incheon, Korea—an elite cross-cultural training program serving dancers from Korea and the United States on the English-immersion Incheon Global Campus.
Professor Kim received his BFA from Sejong University and his MFA from the University of Utah. He began his formal ballet education on full scholarship at the prestigious Kirov Academy of Ballet in Washington D.C., training under celebrated masters Alla Sizova, Roudolf Kharatian, and Vladimir Djouloukhadze. His early foundation in Korea was built through full scholarships at the Dance Arts Institute, Chang-Mu Dance Conservatory, and Kwang-Ju Arts High School.
His professional career is marked by international accolades, including nine Grand Prix and Gold Medals across Ballet, Contemporary, Modern, and Korean Traditional Dance categories in global competitions. He performed as a Principal and Soloist with the Universal Ballet Company, touring 13 countries under the direction of Oleg Vinogradov, Bruce Steivel, and Julia Moon. He also danced with Korean National Ballet under Yuri Grigorovich, Korean Ballet Theatre under Cha-Young Suh, and Dayton Ballet Theatre under Dermot Burke.
Professor Kim is an internationally commissioned choreographer with original works presented in Spain, Korea, Costa Rica, and across the U.S., including in Michigan, Nevada, Texas, and Utah. His diverse choreographic portfolio ranges from full-length classical productions—such as Cinderella—to critically acclaimed contemporary works such as Sentience, Metamorphosis, Reciprocity, Remembrance, Elegy, and Binari. His ballets have been performed by Seoul Ballet Theatre, Kwangju City Ballet, Korean Ballet Theatre, Ballet Frontier of Texas, Utah Ballet, and others, and presented at major forums including Youth America Grand Prix, LINK Dance Festival, and as finalists in the Utah Regional Ballet and Metropolitan Ballet Choreography Design Competitions.
He is in high demand as a master teacher and adjudicator, having worked with Korea International Ballet Competition, World Ballet Grand Prix (Singapore & New York), Kirov Academy of Ballet, Seoul Ballet Theatre, Salt Contemporary Dance, Mercyhurst University, Oakland University, Brigham Young University, Ballet Center of Fort Worth, and many other leading organizations.
Professor Kim is a recognized ABT® Project Plié Partner Teacher, a partner with Kirov Academy of Ballet, and an engaged contributor to the global dance education community. He has presented scholarly work through CORPS de Ballet International—where he serves on the Membership and Outreach Committee—as well as the Dance Research Journal of Korea. He is a Steering Committee member of the Korea International Ballet Competition, and a proud member of the International Association for Dance Medicine & Science (IADMS).
With a rare synthesis of academic rigor, global artistic insight, and technical mastery, Jay Kim continues to shape the next generation of classical and contemporary dancers at the highest level.
Natalie Lomicka brings over a decade of experience working with youth of all backgrounds and abilities, establishing herself as a passionate and highly skilled educator in early childhood ballet instruction. As Children’s Program Director at the International Ballet Conservatory (IBC), she leads the development and instruction of Level 1, Level 2, and Level 3 ballet classes, where her nurturing, structured approach lays the critical technical and artistic foundation for future dancers.
Ms. Lomicka is known for creating an encouraging and engaging classroom environment where children build confidence, discipline, and a genuine love for the art of dance. Her teaching philosophy emphasizes self-esteem and joy in movement while honoring classical fundamentals—an approach that aligns with IBC’s mission to offer world-class training from the earliest stages of development.
In addition to her role at IBC, she serves as a beginner ballet instructor for the Davis County Community Education Program, expanding access to quality arts education in the public sphere. She has volunteered and collaborated with numerous ballet organizations across Davis, Weber, and Salt Lake Counties, including Imagine Ballet Theatre, Bournonville With The Masters, and Ballet West.
Ms. Lomicka has successfully produced and directed original children’s productions, including The Velveteen Rabbit, Ondine, and the Nutcracker fostering stage experience and artistic growth in young performers. She also serves as IBC’s Costume Production Coordinator, overseeing the design and execution of costumes for the children's roles in IBC productions—bringing artistic vision and practical expertise to every performance.
Through her unwavering dedication, creative leadership, and deep understanding of childhood development in dance, Natalie Lomicka plays an essential role in shaping the next generation of dancers at IBC.
Shelby Willis is a certified Vaganova method instructor (Third Year), trained through the esteemed Bolshoi Ballet Academy—one of the most prestigious classical ballet institutions in the world. Her teaching is rooted in over a decade of rigorous classical ballet training and performance, marked by technical excellence and a commanding stage presence.
Ms. Willis refined her technique and artistry as a pioneer International Ballet Conservatory (IBC) student under the tutelage of Victoria Stocki and earlier under Terry Davis at Salt Lake City Ballet, both respected figures in the Utah ballet community. She has distinguished herself in lead roles across cornerstone works of the classical repertoire, including Paquita, The Nutcracker, Raymonda, Swan Lake, Don Quixote, and La Bayadère. Her performances reflect the stylistic clarity and technical discipline characteristic of the Vaganova tradition.
A recognized competitor on the national stage, Ms. Willis has earned accolades at leading ballet competitions including Youth America Grand Prix (YAGP), Universal Ballet Competition (UBC), and the American Ballet Competition (ABC), demonstrating both her competitive edge and her interpretive depth.
Currently, Ms. Willis is on faculty at IBC, where she teaches Level 4 in the Pre-Professional Program. Her instruction is marked by an uncompromising commitment to classical form, musicality, and artistic development. She is dedicated to cultivating the next generation of dancers with the precision, discipline, and stylistic authenticity that define the Vaganova method and IBC’s world-class training standards.
Emmeline Strong, the very first enrolled student at the International Ballet Conservatory (IBC), is a rising talent whose passion, discipline, and early achievements have made her a standout among her peers. She began her ballet training at the age of three and, by the age of eight, made the clear decision to pursue a professional career in classical ballet—demonstrating a maturity and commitment well beyond her years.
Known for her exceptional technique, rapid choreography retention, flexibility, and elegant extensions, Emmeline has earned numerous performance and scholarship opportunities. At just ten years old, she was cast in a featured walk-on role as Young Carmen in the University of Utah’s production of Carmen. Her stage experience includes leading and featured roles such as Clara in IBC’s inaugural production of The Nutcracker, Chinese Princess, Jack-in-the-Box, Party Girl, Snow Corps, Flowers Corps, Russian Princess, and Chinese Queen in productions with both IBC and Imagine Ballet Theatre.
Emmeline has also been recognized with multiple merit-based scholarships, most recently receiving full scholarship to Orlando Ballet, and scholarship awards to Ballet Austin and Bournonville with the Masters. Her talent has earned her acceptances to some of the world’s most respected training programs, including the Royal Danish Ballet, School of American Ballet, Pacific Northwest Ballet, Ballet West, Colorado Ballet, Imagine Ballet Theatre, and MOGA Conservatory of Dance.
At IBC, Emmeline serves as Children's Program Associate where she shares her enthusiasm and knowledge with younger dancers, embodying her personal motto: “Ballet all day, every day!” She is a beloved presence in the conservatory and an inspiring example of dedication to ballet with the joy of dancing with purpose.
