IBC is a high caliber unrivaled pre-professional ballet training niche in the greater Salt Lake City, Utah region. It provides the highest international standard of classical ballet education with a curriculum founded in the Vaganova methodology to dancers ages 3 and up in small classroom settings with classes designed to develop the individual dancer. IBC is ideal for those who love ballet or aspire towards professional careers in ballet.
We are honored to pass down to the next generation of dancers the inherited legacy our masters bestowed us throughout our combined 59 years of international experience across 14 countries on the major stages of the world while serving as professional dancers, ballet masters, répétiteurs, directors, and professors.

IBC enjoys stunning mountain and lake views nestled along the Wasatch Mountains east bench conveniently located 16 minutes north of Salt Lake City and 6 minutes off I-15 exit 319 in Centerville/Farmington, Utah.

IBC's welcoming reception area features an open air studio designed for convenient pre-class warm-ups among the lake and mountain views. IBC studios feature elegant chandeliers, columns, sconces, romanesque ceiling tiles, sprung Harlequin floors, double barres, and 8 ft. mirrors.

Victoria is an ABT® National Training Curriculum Certified Teacher in the full program Pre-Primary through Level 7 and Partnering, completed all three certification programs simultaneously, earned a 99% examination score, and is an American Ballet Theatre Project Plié Partner Teacher.
A commanding presence in the international ballet community, Victoria Stocki stands as the preeminent master of the Vaganova methodology in the Salt Lake City region. With an elite training pedigree, a powerful global stage career, and a formidable legacy as an educator and director, she brings an uncompromising standard of excellence to every level of classical ballet education and performance.
Born in Michigan, Ms. Stocki's professional caliber was evident early. As a teenager, she performed the Sugar Plum Fairy in The Nutcracker in Detroit alongside ballet icons Cynthia Harvey, Evelyn Cisneros, and Kyra Nichols—setting the tone for a career defined by excellence. She graduated with honors on full scholarship from the prestigious Kirov Academy of Ballet in Washington D.C., training under Vaganova legends Madame Alla Sizova, Madame Ludmila Sakharova, Mr. Nikolai Morozov, Mr. Rudolph Kharatian, and Madame Yelena Vinogradova. Her performance as Masha with the Kirov Ballet on its North American tour remains a rare distinction among American dancers. Her early formation also includes graduating with honors from the Interlochen Arts Academy, and advanced training at top institutions including the School of American Ballet, Pennsylvania Ballet, Chicago City Ballet, and Briansky Ballet.
Ms. Stocki’s performance career spans 14 years as a Soloist with the internationally acclaimed Universal Ballet Company in Seoul, Korea, directed by Oleg Vinogradov, Bruce Steivel, Roy Tobias, and Julia Moon. She toured across 14 countries, performing on premier stages across Europe, Asia, and North America. In the United States, she danced with Tulsa Ballet Theatre under Marcello Angelini and Roman Jasinski, and with Dayton Ballet Theatre under Dermot Burke. Her repertoire is unparalleled: over 70 ballets including 19 full-length classics, 27 neoclassical works, 15 contemporary pieces, and 10 Balanchine ballets—testament to her remarkable versatility and technical command.
A leader in ballet education, Ms. Stocki has directed and transformed training institutions on both national and international stages. As Academy Director of the Academy of Nevada Ballet Theatre, she helmed a program of 600 students and 16 faculty members, founded and led a 90-member Youth Company with 42 annual performances, and built a rigorous Vaganova-based pre-professional track from levels 1 to 8, alongside comprehensive recreational and demographic-specific programs.
Her teaching and artistic leadership roles span globally respected organizations including the Kirov Academy of Ballet in both Korea and Washington D.C., Art Ballet Center (Korea), Metropolitan Ballet Academy and Theatre (Michigan), and The Rock Center for Dance (Nevada). In Utah, she has established herself as the unrivaled authority on the Vaganova technique. She has served as Ballet Faculty and Répétiteur for the 'Vivat Ballet!' International Festivals under former Kirov Ballet Artistic Director Oleg Vinogradov, and held critical roles at the University of Utah’s Department of Ballet as Associate Director of Utah Ballet, Assistant Professor Lecturer, and Répétiteur. Her impact extends to Ballet West Academy (formerly Park City Performing Arts Academy), Salt Lake City Ballet, Barlow Arts Conservatory, Creative Arts Academy, and the Utah Dance Festival.
Ms. Stocki holds the highest level of certification in the ABT® National Training Curriculum (Pre-Primary through Level 7 and Partnering) and is an American Ballet Theatre Project Plié Partner Teacher. She is also a certified yoga instructor through White Lotus Yoga Foundation in Santa Barbara, California, and has completed advanced yogic training through the Isha Foundation, enhancing her holistic approach to classical training.
With uncompromising artistic vision, a commanding resume of international distinction, and mastery of the Vaganova method, Victoria Stocki is uniquely positioned as a transformative force in classical ballet education and performance in Utah and beyond.
Jay Kim is a distinguished international dance artist, choreographer, and educator whose influence spans continents and institutions. Originally from South Korea, he serves as a tenured Associate Professor in the School of Dance at the University of Utah and is an ABT® National Training Curriculum Certified Teacher (Pre-Primary through Level 3). He is also the founder and Artistic Director of the International Ballet Summer Intensive at the University of Utah Asia Campus in Incheon, Korea—an elite cross-cultural training program serving dancers from Korea and the United States on the English-immersion Incheon Global Campus.
Professor Kim received his BFA from Sejong University and his MFA from the University of Utah. He began his formal ballet education on full scholarship at the prestigious Kirov Academy of Ballet in Washington D.C., training under celebrated masters Alla Sizova, Roudolf Kharatian, and Vladimir Djouloukhadze. His early foundation in Korea was built through full scholarships at the Dance Arts Institute, Chang-Mu Dance Conservatory, and Kwang-Ju Arts High School.
His professional career is marked by international accolades, including nine Grand Prix and Gold Medals across Ballet, Contemporary, Modern, and Korean Traditional Dance categories in global competitions. He performed as a Principal and Soloist with the Universal Ballet Company, touring 13 countries under the direction of Oleg Vinogradov, Bruce Steivel, and Julia Moon. He also danced with Korean National Ballet under Yuri Grigorovich, Korean Ballet Theatre under Cha-Young Suh, and Dayton Ballet Theatre under Dermot Burke.
Professor Kim is an internationally commissioned choreographer with original works presented in Spain, Korea, Costa Rica, and across the U.S., including in Michigan, Nevada, Texas, and Utah. His diverse choreographic portfolio ranges from full-length classical productions—such as Cinderella—to critically acclaimed contemporary works such as Sentience, Metamorphosis, Reciprocity, Remembrance, Elegy, and Binari. His ballets have been performed by Seoul Ballet Theatre, Kwangju City Ballet, Korean Ballet Theatre, Ballet Frontier of Texas, Utah Ballet, and others, and presented at major forums including Youth America Grand Prix, LINK Dance Festival, and as finalists in the Utah Regional Ballet and Metropolitan Ballet Choreography Design Competitions.
He is in high demand as a master teacher and adjudicator, having worked with Korea International Ballet Competition, World Ballet Grand Prix (Singapore & New York), Kirov Academy of Ballet, Seoul Ballet Theatre, Salt Contemporary Dance, Mercyhurst University, Oakland University, Brigham Young University, Ballet Center of Fort Worth, and many other leading organizations.
Professor Kim is a recognized ABT® Project Plié Partner Teacher, a partner with Kirov Academy of Ballet, and an engaged contributor to the global dance education community. He has presented scholarly work through CORPS de Ballet International—where he serves on the Membership and Outreach Committee—as well as the Dance Research Journal of Korea. He is a Steering Committee member of the Korea International Ballet Competition, and a proud member of the International Association for Dance Medicine & Science (IADMS).
With a rare synthesis of academic rigor, global artistic insight, and technical mastery, Jay Kim continues to shape the next generation of classical and contemporary dancers at the highest level.
Natalie Lomicka brings over a decade of experience working with youth of all backgrounds and abilities, establishing herself as a passionate and highly skilled educator in early childhood ballet instruction. As Children’s Program Director at the International Ballet Conservatory (IBC), she leads the development and instruction of Level 1, Level 2, and Level 3 ballet classes, where her nurturing, structured approach lays the critical technical and artistic foundation for future dancers.
Ms. Lomicka is known for creating an encouraging and engaging classroom environment where children build confidence, discipline, and a genuine love for the art of dance. Her teaching philosophy emphasizes self-esteem and joy in movement while honoring classical fundamentals—an approach that aligns with IBC’s mission to offer world-class training from the earliest stages of development.
In addition to her role at IBC, she serves as a beginner ballet instructor for the Davis County Community Education Program, expanding access to quality arts education in the public sphere. She has volunteered and collaborated with numerous ballet organizations across Davis, Weber, and Salt Lake Counties, including Imagine Ballet Theatre, Bournonville With The Masters, and Ballet West.
Ms. Lomicka has successfully produced and directed original children’s productions, including The Velveteen Rabbit, Ondine, and the Nutcracker fostering stage experience and artistic growth in young performers. She also serves as IBC’s Costume Production Coordinator, overseeing the design and execution of costumes for the children's roles in IBC productions—bringing artistic vision and practical expertise to every performance.
Through her unwavering dedication, creative leadership, and deep understanding of childhood development in dance, Natalie Lomicka plays an essential role in shaping the next generation of dancers at IBC.
Shelby Willis is a certified Vaganova method instructor (Third Year), trained through the esteemed Bolshoi Ballet Academy—one of the most prestigious classical ballet institutions in the world. Her teaching is rooted in over a decade of rigorous classical ballet training and performance, marked by technical excellence and a commanding stage presence.
Ms. Willis refined her technique and artistry as a pioneer International Ballet Conservatory (IBC) student under the tutelage of Victoria Stocki and earlier under Terry Davis at Salt Lake City Ballet, both respected figures in the Utah ballet community. She has distinguished herself in lead roles across cornerstone works of the classical repertoire, including Paquita, The Nutcracker, Raymonda, Swan Lake, Don Quixote, and La Bayadère. Her performances reflect the stylistic clarity and technical discipline characteristic of the Vaganova tradition.
A recognized competitor on the national stage, Ms. Willis has earned accolades at leading ballet competitions including Youth America Grand Prix (YAGP), Universal Ballet Competition (UBC), and the American Ballet Competition (ABC), demonstrating both her competitive edge and her interpretive depth.
Currently, Ms. Willis is on faculty at IBC, where she teaches Level 4 in the Pre-Professional Program. Her instruction is marked by an uncompromising commitment to classical form, musicality, and artistic development. She is dedicated to cultivating the next generation of dancers with the precision, discipline, and stylistic authenticity that define the Vaganova method and IBC’s world-class training standards.
Emmeline Strong, the very first enrolled student at the International Ballet Conservatory (IBC), is a rising talent whose passion, discipline, and early achievements have made her a standout among her peers. She began her ballet training at the age of three and, by the age of eight, made the clear decision to pursue a professional career in classical ballet—demonstrating a maturity and commitment well beyond her years.
Known for her exceptional technique, rapid choreography retention, flexibility, and elegant extensions, Emmeline has earned numerous performance and scholarship opportunities. At just ten years old, she was cast in a featured walk-on role as Young Carmen in the University of Utah’s production of Carmen. Her stage experience includes leading and featured roles such as Clara in IBC’s inaugural production of The Nutcracker, Chinese Princess, Jack-in-the-Box, Party Girl, Snow Corps, Flowers Corps, Russian Princess, and Chinese Queen in productions with both IBC and Imagine Ballet Theatre.
Emmeline has also been recognized with multiple merit-based scholarships, most recently receiving full scholarship to Orlando Ballet, and scholarship awards to Ballet Austin and Bournonville with the Masters. Her talent has earned her acceptances to some of the world’s most respected training programs, including the Royal Danish Ballet, School of American Ballet, Pacific Northwest Ballet, Ballet West, Colorado Ballet, Imagine Ballet Theatre, and MOGA Conservatory of Dance.
At IBC, Emmeline serves as Children's Program Associate where she shares her enthusiasm and knowledge with younger dancers, embodying her personal motto: “Ballet all day, every day!” She is a beloved presence in the conservatory and an inspiring example of dedication to ballet with the joy of dancing with purpose.
